Property Consultancy Contract

PROPOSED RECOMMENDATION

 

To enter into a new Multi-Disciplinary Consultancy Services Contract with a wholly owned Teckal Company of North Yorkshire Council effective from 1st April 2023.

 

BACKGROUND TO SUPPORT THE RECOMMENDATION

 

The Council currently has a consultancy service for property projects and estate services via a contract with its wholly owned company established on the 1st November 2016.  The current contract uses the NEC3 Professional Services Contract and runs until 31st March 2023, with option to extend clauses within the contract.  The Council’s Property Services are proposing to enter into a new JCT contract to commence on the 1st April 2023.

 

LEGAL AND GOVERNANCE COMPLIANCE

 

The company is a wholly owned subsidiary which the Council can directly award to without the need for a procurement under the Public Contracts Regulations 2015.

 

A Gateway 1 report has been considered in accordance with the Council’s Procurement and Contract Procedure Rules.

 

This is a key decision.  The proposal to enter into the new contract was entered on the forward plan in August 2022.

 

RECOMMENDATION

 

That the new Consultant Contract is awarded to the Council’s wholly owned company, to commence on the 1st April 2023 be approved.
